Is Copilot Notebooks like Projects in Claude? It sounds similar to me, but I've only used Claude Projects. It always takes months, if not years, for my organisation to get Copilot updates :~
I don’t have a lot of experience (read: none) with Projects in Claude, but looking at the concept it does seem very similar from a functionality perspective indeed. Same goes for Google’s NotebookLM.

Haha, that sounds frustrating! If you have a M365 Copilot license and you don’t have Copilot Notebooks available, your admin has explicitly disabled it (as it is enabled by default).
